Flashing and weepholes have long been required for years prior to the above document date in an attempt to alleviate moisture intrusion issues. Also ever increasing standards are being adopted in an attempt to eliminate moisture problems within today's buildings.

The advent of tighter “energy efficient” construction and the newer technology sheathings, substrates, weather resistive barriers (papers and house wraps), flashing tapes or coatings and the untrained or inattentive construction practices by the trades people has lead to an increase in moisture intrusion and mold claims made by consumers and paid out by the insurance industry, thus driving up premium costs for all.
